HISTORICAL RECORD OF THE ASSOCIATION
| In 1991 the Wisconsin
Department of Justice and the International Association of Police Chiefs
sponsored the first Wisconsin Law Enforcement Executive Development
course. Thanks to the efforts of Ray Galvin, who was in charge of
Administrative Law Enforcement Training for the State, Wisconsin became
a leader in this unique step forward in high quality police executive
training. The course was comprised of seven weeks of training devoted to
this end.
Once the course content
was developed, the training was accomplished by utilizing prominent
instructors from across the country. The Executive Development
Course was offered a total of three times by the end of 1994, with a
total of 116 graduates. Believing that we could fulfill an important and vital need in
law enforcement, the three classes formed the
Association. The first annual conference was held is Stevens Point in
1995. Our members come from
every corner of the state, representing local, county and state
agencies.
